Since the new Coalition Government was elected in 2023, strikingly little has happened. In fact we’re going backward.  

We cannot give up on delivering a better future for New Zealanders. Like you, we believe that New Zealanders deserve better so we, along with a few partners, have as much of the latest research and thinking we could get our hands on to layout a plan – the Existing Homes Roadmap.  

This is a responsible, affordable approach towards “fixing the economy” and taking action on the impact of climate is having everyday on our homes.

Here are our top four recommendations: 

1. A deep retrofit programme starting from 2025 with a pilot of 300 homes, expanding to 200,000 of our worst performing homes.
2. Radical expansion of the Government's Warmer Kiwi Homes subsidies for a shallow retrofit programme - broaden measures covered and expand eligibility for subsidies to allow 100,000 owner occupied homes to be energy efficient by 2030
3. Roll out a national housing improvement finance programme to provide the balance of funding at government interest rates for owner occupiers and landlords to achieve 250,000 energy efficient homes by 2035
4. Trial an energy performance (new zealand) certificate by 2026, and phase in mandatory energy and carbon emissions targets with all homes meeting a target epc grade when sold or rented by 2030.

This roadmap will deliver on the existing call made through the 170 signatories to The Homes We Deserve campaign that launched in 2022 and will: 

• Slash carbon emissions and household bills 
• Improve the health of thousands of New Zealanders, young and old 
• Create tens of thousands of jobs
